2000 Ford Focus new engine won't turn over

2001 engine was put in our 2000 ford focus. It won't fire now. We have had 2 mechanics look at it and they are finally telling me after a month they think that it has lost it's memory. Any ideas other than this? Please help

Is it turning over and not starting or does it do nothing when turnng the key. It won't lose it's memory to start unless they're saying the computer is shot. If the engine is turning over but not starting is it getting fuel and spark? The mechanics who installed it should be responsible for fixing it.
