someone has tried to hotwire the car. The steering lock is now disabled and nothing happens when you try and turn the key.

If the wires are not cut you can start the car by removing and turning the centre of the black cap at the rear of the key barrel with a screwdriver, to get it to a repair centre or you local autoparts store will be able to supply a new wiring loom and locking mechanism for the repair !!
