Is it neccesary to release the pressure on the fuel line when replacing the fuel filter on my 2004 Ford f350 v 10 super duty? If so, how do I go about it and do I need a special tool?

There is a fuel pressure relief valve located on the fuel supply manifold. The lines by the filter have to be pinched in before it can be pushed in and rotated. Be careful of any excessive fuel in the line.
