2000 Ford F350 Pickup pulls to right

I have a 2000 F350 4x4 that pulls severly to the right. I took the brake assembly off the right front wheel to see if the brakes were the source of the problem but the hub seems stiff to turn by hand with the brake assembly removed. The hub does not seem to have any slack so I don't think a bearing has gone bad. The hub was taken off and had new seals put in it about 9 months ago and they were supposed to have grease the bearings if they were the greasable type. What could be causing this wheel to drag and how do I remove the axle hub.

The wheel bearings are factory set and cannot be adjusted .. it could be the seals on the hublock are leaking .. which is causing the drag .. i would return to the repair centre which replaced the seals ??
