2000 Ford F350 brake pull

I have a truck that has been at the dealer for many repairs for one concern. When braking the vehicle pulls to the right. I have rotated the two front tires from side to side. nothing changed. I swapped resr rotors and pads from side to side. Nothing changed. Dekaer has replaced multiple suspension and steering components. This all started at 20k miles when the front brakes where done. Could it be a pad and rotr problem or an alignment issue.
