1999 Ford F350 Radio plays when truck is off

After a heavy rain my radio plays when my truck is off and when the door is open but no key in ignition the bell sounds as if the key is in the ignition.

both the radio and main light switch (dome) are grounded at G206 ground wire behind centre of dash try checking this ...
