1995 Ford F350 brake system

Brakes problem
1995 Ford F350 V8 Automatic 68568 miles

we have this vehicle and we replaced the front pads, rotors, rear shoes and drums. then the brakes would not work so we replaced the master cylinder however the pedal would still go to the floor. The customer replaced the power booster himself and still have the same problem, before we start randomly replacing parts i wanted to get an opinion on what the problem could be. Thanks

Was bleeding done to all 4 wheels after replacement of the master cylinder?
Were the rear brake shoes adjusted ?
Does pumping the brake pedal a few times bring the pedal up?
