Engine Starting problem
1995 Ford F350 7.3L Diesel Two Wheel Drive Automatic

My dad has a 1995 Ford F350 with a 7.3 L diesel engine. The truck doesn't start unless he uses spray starting fluid (ether). Once started, it runs well. Any suggestions?
I don't think this is related, but, the truck also has had some electrical problems recently that seemed to indicate a short. My dad has isolated the short in the truck to the circuit that controls the radio and dash lights and maybe the transmission overdrive, and speedometer. He took the fuse out that controls those.
Any help, especially with the starting issue would be appreciated.

If the fuel heater is out, the truck will have extreme starting problems when the motor is cold.
