2005 Ford F250 gas tank fill

Almost every time I fill with gas, the fuel will not fill smoothly, nozzle shuts off 15-20 times while filling. Sometimes, no problem at all. Choice of pumps makes no difference.
I pullled off rubber fill tube, no problems there. I can feel a movable baffle or something in the tank where the tube clamps, it seems to be on a spring.

Vent tube seems to be OK by feel.

Any ideas?

sounds like a bad charcoal canister that could be stopped up causing the vapor not to vent.
