2004 Ford F250 cold air

Heater problem
2004 Ford F250 V8 Two Wheel Drive Automatic

heater blowes cold air while on flat ground. If motor is in a load(like going up a hill) it starts blowing warm air.
The heater valve under the hood is working when I make a selection the valve opens and closes.
