2002 Ford F250 starter engages in on position

I have a 2002 f-250 power stroke. i turn the key to the on position, as soon as the glow plug light goes off the starter automaticly engages and wont stop till i put it into gear. then if i put it back into park or neutral the starter engages again... what could it be
