2002 Ford F250 starter

with the ignition off and in the rain, the starter is ingaging. So I have disconnnected the solanoid and when I reconnect the battery it still ingages the starter. What is going on?

My money is on the starter, replace it, it can be the ignition switch too, but more commonly it's the starter.
