Do I need to open or remove the engine in order to replace the engine oil dipstick TUBE ASSEMBLY?

No it's got a single bolt holding it on the outside, remove the bolt, and pull, there is a rubber "O" ring at the bottom, install by pushing new one all the way in and installing the hold down bolt.
