it is the multifunction switch that controls the wiper and high beams, turn signals replace that and it will be fixed. Here is how in the diagrams below.

I had this issue, got the switch did not change it had to get a new wiper motor as well FYI.

That did not fix the problem. All the common relays and fuses are good. A new multifunction switch didn't help. Where's the 14pin wiper relay?

Yep, that is because the problem is the wiper control module behind the left side of the dash. You need to remove the engine cover to get at it. Check out the images (below). Let us know if you need anything else. Ken
