1997 Ford F250 rear drums locked?

I have a 1997 ford f250 heavy duty 4 wheel drive with rear drum brakes and a full floating axle. recently the brake line running to the drivers side rear drum rusted through and busted. the truck sat for almost a month before i was able to replace the line. now that i've repleaced the line and blead the brakes i've noticed that the rear brakes (i believe its the rear brakes) are locked when i am moving forward but not when i am moving in reverse. can u tell me what the problem is i cant figure it out.

you are going to have to remove the drums and look. possibly the wheel cylinder is frozen or a spring has let go.
