1996 Ford F-250 hood latch

Hood did not close completely and will not release. It is stuck not quite closed. I tried to force it closed but it wouldn't. How do I get it open?

Went and looked at my wifes 150 should be same hood. Took pictures of the two top bolts. there are three of them two top and one in ceter bottom. Can get arm up there to remove bolts but realized could get 1/4 drice socket in grill to bolts. removing them you should be able to get hood open enough to fix it.
