1992 Ford F-250 Speedometer Not Working

My truck is a 92 Ford
F-250 7.3L The speedometer does not work. It will work if I drive over 65mph. Once I hit 65mph then it will pop up and seem to work fine. Once my speed drops below 65mph the speedometer will just drop down to 0 and stay there. Once in a while it will bounce around a little. What could possibly be wrong and how could I fix this?

SPEEDOMETER (AEROSTAR, BRONCO, ECONOLINE, F-PICKUP)
Speedometer is inoperative; CHECK ENGINE light is illuminated and/or Speed Control is inoperative. The probable cause could be one or more of the following:
No power to Programmable Speedometer/Odometer Module
No vehicle speed support
Open ground
Inoperative Programmable Speedometer/Odometer Module
If there is no power to Programmable Speedometer/Odometer Module, check for voltage at Pins 1 and 3.
If there is no vehicle speed support check for approximately 3.5 volts AC between Pins 4 and 5 of Programmable Speedometer/Odometer Module with vehicle speed approximately 30 mph.
If there is an open ground, check for continuity to ground at Pin 2 of Programmable Speedometer/Odometer Module.
If Programmable Speedometer/Odometer Module inoperative. Check module
