1986 Ford F250 Fuel Gauge problem

I have duel tanks and the fuel guage works sometimes and sometimes not. Seems like when stopped, the gauge wants to fall to empty. This happens to both front and rear, though rear gauge seems to work more often than not. Any suggestions would help.

the first thing that comes to mind on a 86 truck is rust . Check the wires to each tank, makes sure the connections are good. make sure the tanks have a good ground to the chassis. The floats could be a problem but with the guage reading some times i don't think that is it. Check the wires and let me know how you make out good or bad.
