The headlights on my Ford F250 are now fluctuating, varying from full on to extremely dim. When I first turn them on, they seem ok, but after a minute or two, they begin fluctuating. I have replaced the voltage regulator, with no improvement. Any suggestions?

Disconnect the voltage regulator wiring connector and jumper A to F terminal on the connector-is the light still fluctuating?
