Blowing fuses

1976 Ford F150 V8 Two Wheel Drive Automatic

The instrument panel fuse blows when you turn on the dome light at the light switch. The fuse that blows does not run the dome light. If the dome light isn't on there isn't any juice going to that fuse.
I have tried unplugging the dome light the same thing happened. I have changed the light switch and the same thing happened. I have also checked for loose connections and bare wires.

Does the dome light work normally when the doors are opened?
