you sure someone dident put "stop leak " in the rad to get rid of a coolant leak ,It comes under various other trade names and will often give that symptom
If so it would require a thorough cleraning out of the entire system plus you would find the origional leak then

Discussion summary

cooling system keeps filling up with a thick brown rust?

An owner reported recurring thick brown deposits in a 1989 Ford's cooling system despite repeated flushing and radiator and water-pump replacement. The owner denied adding stop-leak and described a small coolant loss.

Reported outcome: No cause or lasting repair was established.

The material was described as rust but was not identified by testing. Prior ownership history and acceptable reported compression do not establish the source of the contamination.
