power steering "grinds" low fluid?

my power steering "grinds" when i'm stopped, going slow, or braking. when stopped, it will turn when i rev the motor, but it is impossible to turn when it is idling and stopped.

Yes, it sounds like you are having an issue with a failing fuel pump. Ford has always had issues with power steering pump issues. Just a common thing unfortunately. Here is a tutorial showing what is involved with replacing a power steering pump:
