2003 Ford F150 pulsating brake pedal

My Ford Super Crew has developed a surge in the brake pedal at slow speed as I prepare to stop. No wobble feeling or anthing in the steering wheel or the 'seat of the pants'. I had the tranny looks at. It is okay. I had all four brakes and rotors put on new. It is still doing it. It is not bad but feels somewhat like a rotor out of round, but we know it is not.
I have seen no ABS brake light changes or anything. As you can tell I have spent quite a bit of money already. What might be the issue.

My suggestion here get the rotors miked out could be warped though its new-new rotors should be turned and the out of roundness and parallelism checked out
