2000 Ford F150 windshield wiper

i have a 2000 Ford F150, recently i tried to turn on the wipers, but the driver side wiper was frozen to the windshield. i dont believe the motor was burned out, because the passenger side wiper still is working, but for some reason the driver side wiper does not move. Is there an easy way to fix this and if not how much should it cost to fix?

Try to move the bad arm by hand, if you can move it, it is the wiper transmission, where the arm bolts on, or a pivot under the cowl poped off. remove both arms, remove plastic cowl on drivers side, inspect for damage...
