1999 Ford F-150 starting

I am so confused I cannot get my 99 F150 to start. I have changed the starter, battery is good. The starter does not seem to be getting power to start the truck. Have even tried to bypass the fuse-able link and it still does not start.

Have you replaced the starter relay? Have you checked for power to the relay or the starter? When you turn the key on, do the dash lights come on?

It starts when I jump the relay. It will start occasionally when it sits for 3 hrs or longer. Once it starts and I shut it off, it will not start again unless I jump the relay. It is a 99 F150 2wd with a 4.6 triton V8
