1999 Ford F150 lights flickering

every light in my truck is flickering, they dont go all the way out, but just flicker, i have put a new battery, and a alternator in, that didnt help. some say it is a ground, i went through and cleaned every ground wire i could find, i am out of ideas

Have the body control module (BCM) tested. It may be the problem.
