1999 Ford F150 Faulty pressure regulator?

I've been having some issues with my truck stuttering and bogging down while I drive. From what I can tell so far I am having a fuel delivery issue. I was wondering what the symptoms of a bad regulator would be. I hooked up a pressure gauge and took it for a drive. What I noticed is when the pressure stays in the range of 30-34 psi everything runs smooth, but when I gun it a bit the pressure jumps to 40 and the truck starts to chug up the road. This exact same thing happens when I take off from a stop. I have not taken the injectors off yet but they sound fine through all rpm ranges. I don't have any check engine lights on, and hooked up a hand held code reader though and did not get anything out of range on it. Is there something I might be missing, or is there another test I can do to pinpoint the issue. Any info would be a great help.

Lack of acceleration,surging,chugging,hesitating,bogging etc. could be caused by one of the following below and all of them needs testing to get to the root of the problem

Oxygen sensor.
Catalytic converter.
Fuel injectors dirty/sticking.
Mass airflow sensor/Airflow meter.
Throttle position sensor.
Manifold absolute pressure sensor.
EGR Valve
Fuel pressure regulator leaking,fuel filter or defective fuel pump.
False air leakage.
Fuel contamination.
Foul/defective spark plugs.
Open spark plug wires.
Ignition coil/Coil packs defective.
Incorrect ignition timing.
Cap and rotor.

Note:If it doesn't apply disregard.

Thanks Rasmataz,

Only thing a mechanic could find on a diagnostic rundown, was my DPFE was going bad, which I just replaced with out improvement, and the fuel vapor transducer on my tank was giving faulty readings. Other than that he said standard tune up is in order. He couldn't find anything else that was out of the ordinary. I will also check on some of the things you have listed as I follow through with my tune up.
