1999 Ford F-150 Engine Quits

I have a 1999 F150 with V6, manual trans. While driving, engine quits. Theft light flashes, odo is blank or all dashes. All gauges go dead. If I turn the key off and restart. It finally restarts after several tries, sometimes 10 secs or up to 5 mins of constantly trying to restart. It cranks just fine, defineatly seems electrical. I replaced the PATS sensor around the ingition switch and seemed to go away for a few months. But now it quits about everytime I drive it. It does have a Superchip installed as well as a dealer security system. Every so often the service engine light comes on, but goes away within a day.

I think you need a scanner to check BCM data and codes
also to check what the modules ordering and receiving for data
sound as an electric issue to me

I had the dealer do a diag of the problem. 3 things. Service Engine light is due to faulty speed sensor ($400). They say the cluster and PCM are not working correctly and want to replace both ($1,400).

I am worried they are not sure of the real cause and want to replace more than what's needed.

I should be able to do the R&R on all three parts. Is there any drawbacks to doing this myself with new or maybe used parts? Does the cluster/PCM need to come from one car? What about the odo?

The truck is only worth about $4,000. Hate to spend $1,800 and hope it fixes the problem (they only warranty the parts/labor for what they replace. Not that they have fixed the problem). HELP
