p0351 fault code?

Truck running bad. Checked codes got p0351. Witch in coil pack a malfunction. Swapped with other coil problems did not follow coil. Changed spark plugs and wires with motor craft parts. Did not fix the problem. Checked wire all the way back to PCM wire was good. After further checks I found that injector one was not pulsing. Swapped it with number two worked in position two. Checked voltage at injector 12v on red wire then checked to see if injector was drawing any current. It was not. Checked wire back to PCM found no problem with wire. I do not know what to do next. Is my PCM causing problem? Or could it be something else?

It is possible to have an issue with the PCM. However, it is important to take a look at all the possibilities.

It will require taking a deeper dive and look at a few different components.
