1997 Ford F150 NEED HELP PLEASE

i HAVE A 1997 FORD F-150 TRUCK 4.6L V8 TRUCK WOULD CRANK BUT NOT START. AFTER MUCH TROUBLESHOOTING I HAVE REPLACED THE:
SPARK PLUGS, COIL PACKS, FUEL PUMP, FUEL FILTER, CAM SENSOR, CRANK SENSOR AND THE FUEL PRESSURE REGULATOR. I'M GETTING 65 PSI AT FUEL FILTER OUTLET BUT ONLY 40 PSI AT FUEL RAIL. ENGINE WILL START AND RUN FOR APPROX. 2 SECONDS MAINTAINING 40PSI THEN SHUTS DOWN.
WHAT COULD BE THE PROBLEM AND WHERE TO LOOK NEXT?

Your fuel pressure is too high should be 30-45psi-check fuel pressure regulator and fuel return line
