1996 Ford F150 Starter will not disengage

I had a starter that would not disengage and I replaced it with a new one and the new one will not disengage either. Is this a wiring issue and if so what do I need to do?

There's only 2 things that would do that is the starter relay is sticking or a defective ignition switch.
