1996 Ford F150 cant get a Notary

Hey I bought this truck last sept, from a guy whose name was not on the title, when i went to the address on the title, the ladys name that is on the title no longer lives there, and i cannot find her, what can I do, so that I can finally drive my truck.... anyone know
