clock spring

I lost my horn and cruise control and the airbag light is now blinking.
1. Checking all fuses -okay.
2 Tested the relay - okay. (horn) only
Remove the steering wheel to check on open ground. Found a device with ribbon that was broke. This device looks to work with the turning of the wheel instead of the old slip ring for horn. Can the ribbon be repaired or does the unit have to be place?
