1994 Ford F150 crank shaft pulley

i have a haynes manual it says that if the engine is still in the truck you can put it in gear to keep the crank shaft from turning but when i try remove the bolt the shaft still turns? does anyone know what i should do

If you have a manual tranny that will work
but will not work if you have automatic tranny
use of an impack tool
and or try to hold the flywheel
