1991 Ford F150 fuel gauge

My truck has dual tanks. The fuel gauge for the front tank reads below empty even when I fill the tank. How difficult is this to repair? Does it involve replacing the fuel pump?

Actually, it will require removing the fuel tank to access the float assembly.
