1989 Ford F-150 Starting

My truck wont turn over to start. I have gone thru the starting system and tested or repaired all parts per the chilton manual. Replaced battery, replaced bat cables, replaced starter silinoid, checked starter (good), replaced ignition coil, replaced ignition module on the distributor body. Checked for connections for rust or corotion and if loose. Replaced ignition switch, checked fuses they were good. But yet the truck wont turn over. There is a clicking noise when you first turn on the ignition but the engine wont turn over. There is no clicking like the bats dead there is just nothing. The volt meter on the dash only reads about 9volts but the bat is new and I had it tested and it is good and strong.

I'd have to check the voltage circuits at the starter relay. Make sure the tranny is in neutral and the e-brake is set, block the wheels. You don't to accidently jump the starter with the tranny in gear.

The relay should be located, under the hood, follow the positive battery circuit.

I thought I had already said that the voltage circuit had been replaced. The truck is not turning over at all. Do you have any other suggestions?
