1989 Ford F-150 gas gauge

My gas gauge does not work. I have 2 gas tanks. If I switch to the other tank it goes above full. On my main tank it shows empty. Do I just replace gauge or is there gauges or indicators in the tanks that need replacing. Im not familiar with this. The fuses are good.

there is fuel gauge sending unit in each tank so if neither tanks are letting gauge work most likely the gauge itself needs replaced not the sending units.
