1988 Ford F150 6 cyl Two Wheel Drive Manual

the fuel gauge in my f150 always reads full on both tanks,i replaced the sending unit on one tank but there is still no reading from the gauge,i replaced the fuel gauge also.

disconnect the harness and turn the key on, what does the guage read? ground it out on the chassis, anythign change? put it on +12v wire whats it show? how about just unpluged.
