1979 Ford F150 cooling system

1979 Ford F150 V8 Four Wheel Drive Automatic

I just bought a 79 ford, The previous owner installed dual electric fans on it and removed the facotry fan. He did not put a belt back on the pulley to work the water pump. When I asked him he said that you did not need a belt there because the belt only ran the factory fan not the water pump. Is that true or do I need to put a belt back on it?

Dunno what engine 289/302/351/352/360/390/428/429/460? Put a pulley/belt on it how do you expect the water pump to work.
