Hi, a drunk buddy of mine has recently ripped my neon license plate off the back of my truck. When he did this it caused a wire to come out about 2 feet, one night it rained before i could fix it and now i dont have any dash lights for my truck on the instrument cluster. I have tried changing fuses but still nothing. If you could please help me that would great!

Your friend was lucky-for the license plate and 2 ft wire hanging out on 10 that's nothing compared to human beings. Now you're paying a big price you cannot party at night and don't know how to fix this problem-

Your problem is the printed circuit board got fried. the wire got shorted out bc water is a conductor electrical pressure will go thru and went thru the light switch to the PCB.This is a dealer fix not a DIY.

Good luck and be careful who you give those keys to.
