2005 Ford Explorer Starting up

For the past 2 months here in cold Utah, my Ford Explorer won't start when I first turn the ignition key, but it always starts on my second attempt, and starts every time later in the day. Is this a problem with my battery, or with the starter?

Start simple. Are the battery terminals clean and tight?
