2005 Ford Explorer serpintine belt

I'm having trouble getting the tension pulley to release so I can change the belt. I have loosened the center bolt but unable to get the tension released so I can get the old belt off.

the center bolt on the belt tensioner pulley? you should not be able to loosen that, it is made for the wrench to sit on and be turned and it lifts up the pulley and assembly. are you turning the bolt the direction the picture tells you too?
