2003 Ford Explorer Why does the ABS Surge

Brakes problem
2003 Ford Explorer 6 cyl Four Wheel Drive 78500 miles

I am working on an 03 Explorer, It feels as though the ABS is kicking in, & it has a howling sound only when the abs surges. When you stop quickly I can understand this, but it does it even when you apply the brakes lightly. I replaced the rear brakes, rear emergency brakes, rear rotors & turned the front rotors. It still does it after I replaced these parts. Can someone tell me what could be causing this? Thanks

Check the sensors at all wheels to make sure there isn't dirt build up or grease on them. If there is enough, the sensor will think the tire locked up and the ABS will turn on.
