2003 Ford Explorer turn signal & hazard lights

I can't seem to get my turn signal or hazard lights to work. I have changed the fuse, relay under the dash, replaced the turn signal assembly & checked to see if there was a fuse I was missing under the hood, but the blinkers or hazard lights still don't want to work. Is there something I am missing. Please let me know what I am doing wrong with this problem & how I can solve it on my own. Thank you for your time in this matter.

Step on brakes do all brake light work
check flasher and replace
if not suspect multifunction switch and or wiring
check for missing fuse
