2003 Ford Explorer leak

2003 Ford Explorer Four Wheel Drive 64,000 miles

every time it rains there is water leaking through the ceilling above the backseat window and it appears to be collecting in the chamber that holds the seat belt. my only thought is that it is coming in around the bolts that hold the roof rack on. is it possible that the seal around these bolts are no longer intact?

Yes it is very possible the seals are bad. Some used an o-ring type seal, others were more of a gasket type material. The only way to be sure is to remove the rack and check. If you find a problem, don't be afraid to use clear silicon to help seal the problem.
