2003 Ford Explorer 6 cyl

Yea my 2003 ford explorer tails lights are on as if I were pressing the brakes and if I pump the brakes a few times they shut off but then a few minutes later they turn righyt back on I just want to know could it be a fuse and if so what fuse number
