2002 Ford Explorer vent noise

Just had my air diverter box replaced which they had to take the dash off. Here is my problem when I press the gas a fan noise comes out of the drivers side vent it also comes out when not moving but very low.

Either they left a vacuum line off, or connected them wrong.
