2002 Ford Explorer Filling with gasoline

When I try to put gasoline in the tank it will take about a pint or so and then over flow the filler neck. After a few seconds the gas will go down, then when I try it again the same thing happens. I disconnected the filler tube right at the tank and the filler tube is clear. I could reach inside the tank with my finger and felt what seems to be a plastic torpedo shaped item that is spring loaded so it will close off the opening in the tank that the filler tube is clamped to. It seems that it is a check valve to stop gasoline from going up the filler neck on acceleration. Any ideas?
