2002 Ford Explorer Brake and rear turn signals?

About a month ago my left side brake light and turn signal stopped working and then a few days ago my right side did the same thing. The blinkers on my panel blink fast now and it isn't the bulbs or fuses. What could it be and how could I fix it?
