2002 Ford Explorer back passager side tires is wobbling

my back passager side tire is wobblong back and forth and it is making a bad sound im scared to drive it ...someone took off the tire and saw that where the break pads and roater ar is wobbling to ....could this mean i need an axle?

At the very least it means an axle bearing. Do not drive it in this condition! Tow to a garage...
